Overview
Universal's original flagship resort — a working recreation of an Italian fishing village built around its own private bay. After a couple years of exterior renovation, the scaffolding is finally gone. But is the rest of the property keeping pace with the Signature Collection price tag?
Location: Far east side of Universal's main resort complex, past Universal Studios Florida, tucked away in its own corner of the property.
Arrival & Lobby
The theming starts working on you before you even walk in:
- Facade draped with banners reading Provincia di Portofino (a real fishing village on Italy's Ligurian coast, known for pastel-painted houses around a tiny harbour)
- Stone fountain with six fish sculptures
- Vintage Vespas parked to one side
- Tall candy-striped bell tower with painted frescoes
- Porte-cochère strung with colourful pennants
- Mosaic compass framed by tall stone columns at the entrance
Inside the lobby: White pillars rise to arched openings, an ornate chandelier hangs from a tray ceiling, the check-in desk sits beneath a tile mural of the real Portofino Harbour, and arched French windows open onto the piazza.
Resort Layout
The resort is organized around three zones:
- Central Hub — lobby, entrance, core amenities, some guest rooms on upper floors
- East Wing — guest rooms curving around Portofino Bay; hillside pool at far end
- West Wing — guest rooms, most amenities, and the main beach pool
Shops & Retail
La Memoria di Portofino — along the interior alleyway; Portofino branded apparel, beach towels, snacks, sundries, beauty products
Universal Studio Store — tucked into one of the harbour piazza arches; Universal IP merchandise, wands, plush toys
Galleria Portofino — the resort's most upmarket shop; Italian-leaning resort wear, Tommy Bahama, sun hats, framed paintings, ceramics, jewellery counter
L'Ancora Souvenir Store — west wing; nautical-themed, Portofino-branded apparel, beach essentials, Italian prints, snacks and drinks
Arcade GioCo — refreshed last year; racing cabinets, light gun shooters, air hockey, skee-ball lanes, ticket redemption and claw machines
Pools
Portofino Bay has three pools — more than any other Universal hotel.
Hillside Pool The most secluded option, set at the far end of the East Wing. Most guests don't even know it exists.
Villa Pool The most upmarket of the three. Rectangular, deep enough to swim laps, surrounded by loungers and yellow-striped parasols with palm trees and Italian villa architecture. Private cabanas with curtains, towels, and TV. Two hot tubs nearby, plus a bocce court and manicured lawn.
Beach Pool (the standout) A proper resort pool — a large sandy-bottom lagoon with zero-entry beach access and loungers in actual sand. Key features:
- Faux ruined fortress with a winding water slide through open-topped switchbacks
- Swim-through grotto and low stone bridge to paddle under
- Hot tubs tucked into stone archways with trickling waterfalls
- Kids' splash area with pirate ship playground
- Lawn games: outdoor ping-pong, cornhole, giant Connect Four
- Private cabanas with patio furniture, TV, safe, and fridge
- Splendido Bar & Grill — bamboo ceiling, granite bar, burgers, pizzas, nachos, cocktails; QR code ordering to your sun lounger
Fitness & Wellness
Fitness Centre — full Technogym setup with treadmills, spin bikes, ellipticals, cable machines, and free weights along floor-to-ceiling windows
Note: The Mandara Spa was removed a couple of years ago and has not been replaced.
Dining
Portofino Bay's dining lineup is widely considered the strongest of any Universal hotel.
Cafe Espresso Replaced the Starbucks on the East Wing. Still serving the typical Starbucks menu — coffee, pastries, sandwiches, smoothies, frappuccinos. Connected to the Gelateria without going outside.
Gelateria Italian-style ice cream counter with around a dozen rotating flavours including pistachio, salted caramel, blue banana, caramel cookie crunch, and several sorbets.
Sal's Market Deli (quick service) Under a red-striped awning on the piazza. Pre-packaged snacks, salads, fruit, beer, wine, and full-size liquor at the market wall. Menu: Neapolitan-style pizzas, calzones, deli sandwiches, salads. The pizza is a cult favourite among Universal fans. Wooden booth seating inside, wrought iron cafe tables outside. Coca-Cola Freestyle machine on-site. No unlimited refillable souvenir mug.
Trattoria del Porto (table service — recently redesigned) New pergola with ceiling fans and fresh flowers. Interior now leans coastal Italian — striped banquettes, fishnet pendant lights, basket weave columns, curved bar shaped like a ship's keel.
- Breakfast buffet: $34 adults / $18 kids under 9 — hot and cold spread including eggs, bacon, sausage, pancakes, French toast, oatmeal, grits, charcuterie and cheese board, full waffle station, fresh fruit, pastries, made-to-order omelette station
- Lunch/Dinner: Italian-American starters, salads, sandwiches $11–$20; chef's specialty mains $25–$37; interactive pasta Cucina (dinner only) $27
Mama Della's (table service) Designed to feel like dinner at your Italian mama's house, with an open kitchen. Italian-American comfort food — spaghetti and meatballs $30, ribeye at $49. Strolling guitarist and singer take requests tableside.
Bice Ristorante (fine dining) Up a flight of stone steps from the piazza to the third floor. Glass-fronted wine cabinets, candlelit tables, grand piano. Classic Italian fine dining — antipasti, pasta, risotto, fish and meat mains at fine dining prices. Outdoor terrace with bistro tables under green awnings overlooking the harbour.
Thirsty Fish Bar (main resort bar) Nautical-themed with mounted fish, ship models, old fishing boats, generous wooden bar, a few TVs. Seating spills outside under the arches and onto the piazza with wine barrel decor. Live music on certain evenings.
Evening Atmosphere
The piazza transforms after dark — fairy lights pick out the harbour buildings, and guests drift back from the parks. The Musica della Notte is a free nightly performance where opera singers appear on the upper balcony above Sal's for a 20–30 minute set around sunset. This combination of lights on the water, live music, and the architecture is unique to Portofino Bay among all Universal hotels.
Rooms
750 rooms total across 11 categories, from entry-level garden view up to the Presidente Suite.
Standard Two-Queen Garden View (reviewed):
- Floor tile entry, arched opening into the bedroom
- Blue, teal, and burnt orange carpet
- Two queens with scalloped navy velvet headboards, single shared nightstand with rojo marble top
- 2 AC outlets + wireless charging bedside clock
- Gold-framed mirror and twin crystal bead sconces
- 42-inch TV (non-smart — cannot cast from phone)
- Cream credenza with mini-fridge, small marble-topped desk, two wing-back chairs
- Outlets on desk pedestal and in lamp base
- Bathroom: open layout (no separate water closet), dual vanity with undermount sinks on marble top, swing-arm magnifying mirror, tub-shower combo, fixed shower head, wall-mounted three-pump dispensers
- Keurig coffee station with K-cups by the entryway
- Closet with in-room safe, ironing board, wooden luggage rack
Standout Family Option — Despicable Me Kid Suite: Connected rooms where kids get their own Minion-themed bedroom with twin missile beds, while parents have a separate king next door in standard Portofino Bay aesthetic.

Resort Perks
Water Taxi Complimentary, runs every 10–15 minutes with under 10 minutes per crossing. Route passes the Universal Globe, under a bridge, through a quiet treeline stretch past the Hard Rock Hotel facade, then through three arched stone bridges before opening onto the harbour. One of the most visually impressive arrivals at either Universal or Disney World. Note: Since 2025, boats are shared with Hard Rock Hotel guests — some guests have reported longer wait times.
Garden Walk Shaded landscaped footpath from the harbour to a dedicated CityWalk gate — approximately 12–15 minutes on foot, following the same route as the water taxi.
Shuttle Buses
- Volcano Bay: every 20–30 minutes
- Epic Universe: every 15–30 minutes (journey approx. 15–25 minutes)
- CityWalk: also bus accessible, though most guests use the boat or walk
Early Park Admission Access to select attractions up to one hour before official opening at Islands of Adventure and Epic Universe. Occasional substitution with Universal Studios Florida. Half-hour early admission at Volcano Bay on open days.
Unlimited Express Pass (headline perk — Signature Collection exclusive) Free, unlimited Express Pass included with your room key for everyone in the room. Valid at Universal Studios Florida and Islands of Adventure, including check-in and check-out days — meaning a one-night stay effectively covers two full days of Express Pass. Not valid at Epic Universe, Volcano Bay, or Halloween Horror Nights — each requires a separate paid pass.
Review
Context
Portofino Bay opened in 1999 and held flagship status for years — a title it now shares with the new Helios Grand Hotel near Epic Universe. The 2024–mid-2025 renovation period was a rough stretch for guests due to exterior scaffolding and noise from morning to sunset. With construction finished, guest sentiment has improved significantly.
Pros
Theming The Harbour Piazza is the best-themed space at any Universal hotel. Once you're standing in that piazza with pastel facades curving around the bay, you forget you're in Florida. Worth noting: some reviewers have called out painted-on architectural details as a shortcut — but the real Portofino, Italy actually uses the same tradition, so the criticism doesn't quite land.
Room Size Portofino Bay has the largest rooms at Universal by a clear margin. Also scores better than all other Universal hotels on room noise.
Dining Strongest restaurant lineup at any Universal hotel, elevated significantly by the evening atmosphere. The piazza at night — lights on the water, opera singers, the architecture — doesn't exist anywhere else at Universal. Sal's Pizza in particular has genuine cult status.
Express Pass Value The economics still work for the older parks. With multiple guests in a room, the cost of unlimited Express Pass effectively offsets the room premium on its own.
Water Taxi Experience Not just transportation — the harbour arrival is one of the most impressive visuals at either Universal or Disney World.
Three Distinct Pool Options No other Signature Collection hotel can match the variety. The beach pool, villa pool, and hillside pool each serve genuinely different moods.
Cons
Dated Rooms The 2024 renovation didn't touch the rooms. Expect shower curtains instead of glass doors, weak shower pressure, and non-smart TVs — you cannot cast from your phone. In contrast, both Helios Grand and the much cheaper Aventura Hotel offer smart TV casting. Some reviewers have flagged condition issues including yellow caulking and ungrouted tile (though this didn't match the most recent stay in the footage). Room theming is also relatively uninspired given the wider resort — size aside, the rooms aren't keeping pace with the price tag.
Location Has Lost Some Edge With Helios Grand now sitting adjacent to Epic Universe and Hard Rock still offering the shortest walk to CityWalk, Portofino Bay's position on the outer edge of the main complex is less of an advantage than it once was.
Who Is Portofino Bay For?
Best fit if:
- Theming, evening atmosphere, and room size are priorities
- You'll be spending the majority of your time at the older parks (USF and Islands of Adventure)
- The Express Pass value proposition matters to your group
Weaker fit if:
- Epic Universe is your primary destination
- Room condition and modern amenities (smart TV, glass shower doors) are non-negotiable
If you can time your booking off-peak and lean into what the resort genuinely does well, Portofino Bay still delivers an atmosphere that most Universal hotels simply can't compete with.
